Helsinki, Oslo, 23 October 2025 — CBRE today released its annual Nordic Office Occupier Sentiment Survey, revealing a region-wide shift in workplace strategy as companies respond to evolving employee expectations, cost pressures, and sustainability goals.
The 2025 survey highlights a growing emphasis on adaptive spaces, with nearly half of Nordic occupiers expecting office attendance to rise. However, a persistent gap remains between employer expectations and employee behaviour, particularly on low-attendance days such as Mondays and Fridays.
Jussi Niemistö, Head of Research Nordics at CBRE says:
“Despite an uptick in office attendance across the Nordics, recent occupier trends tell a different story. Demand for premium office space is outpacing supply, and 45% of occupiers are concerned about availability—this is driving rental growth across all Nordic capitals.”
The survey also shows that flexible workspace is gaining momentum, with 29% of occupiers expecting more than half of their portfolios to be flex space by 2027. This shift is driven by a desire to reduce capital expenditure and accommodate uncertain demand.
Christer Farstad, Head of Occupier Services, Nordics says:
“We’re seeing a clear shift: Nordic occupiers are tightening attendance expectations while creating vibrant, amenity-rich spaces that earn the commute. Occupiers want flexibility and better utilisation; investors want stability and cost control. The sweet spot sits in smart design and location — buildings that adapt without losing value.”
The report also underscores the importance of resilience and adaptability in workplace strategy.
Lise Klevan Dybwad, Head of Workplace Consulting, Nordics says
“In a world of constant change, adaptability will be key – making flexible space and lease structures essential to resilient workplace strategies.”
